Policy
Student Funding and incentives

Re-evaluate and adjust income assessment thresholds so middle-income households are not unfairly squeezed or priced out of supporting their children through university. Ensure funding formulas accurately reflect modern living costs, equipment needs, and study expenses. Conditional Full-Funding Grants & Repayment Responsibility Introduce a targeted Forgivable Student Support Scheme covering tuition fees and maintenance support. Students pursuing degrees in priority skills areas receive full grant funding with zero required repayments on the condition that they return to live and work on the Isle of Man for a set qualifying period post-graduation. If a student chooses not to return to work on the Island within that specified timeframe, the funding automatically converts to a standard interest-free student loan, making the recipient directly responsible for repaying the debt back to the Treasury. Establish a comprehensive Student Study Audit to track local workforce needs, monitor off-Island degree pathways, and follow Manx graduate career trends. Instead of leaving graduate retention to chance, government will use real-time audit data to proactively grow high-value economic sectors on-Island, ensuring tailored, career-grade opportunities exist for students to return to. Aligning Higher Education with Island Need Work directly with local businesses, healthcare providers, and schools to identify evolving workforce gaps annually. Turn higher education funding into an economic investment strategy that builds a self-sustaining local tax base and keeps talented young people on the Island.
